The Office of the Secretary of Defense awarded the U.S. Air Force (U.S.A.F) Robins Air Force Base and Lockheed Martin Precision Attack Sniper Integrated Product team the 2019 Performance-Based Logistics (PBL) Subsystem Level Award.
The Office of the Secretary of Defense presents the award annually to government/industry teams who demonstrate innovative sustainment solutions that result in exceptional support to our warfighters. PBL programs are essential to Department of Defense (DoD) efforts to deliver integrated, affordable product support solutions that satisfy requirements and reduce operating and support costs.
“The Sniper PBL program focuses on reliability, affordability and availability,” said Kenen Nelson, Fixed Wing program director at Lockheed Martin Missiles and Fire Control. “We’re thrilled to receive this award with Robins Air Force Base because we manage a critical sustainment program that succeeds because of the strong partnership we’ve built together.”
The team was selected for their sustainment support of the U.S.A.F and Air National Guard’s global fleet of 656 Sniper Advanced Targeting Pods (ATP). Major program achievements include:
- Creating a $91.7 million cost avoidance
- Outperforming the mean time between maintenance event requirement by 46 percent and the minimum mean time between failure requirement by 89 percent
- Reducing support costs up to 30 percent from previous PBL contracts
- Maintaining a public-private partnership that supported USAF compliance with Title 10 Core and 50-50 requirements and employed highly skilled technicians at Warner Robins, Georgia
- Providing on-call technical assistance and support 24/7 to improve the maintainer’s capability to troubleshoot and repair pods.
The Sniper ATP PBL program reduces costs, delivers superior operational availability and provides exceptional value and support to USAF and ANG missions around the world.
Sniper ATP detects, identifies, automatically tracks and laser-designates small tactical targets at long ranges. It also supports employment of all laser- and GPS-guided weapons against multiple fixed and moving targets. Sniper ATP is the most widely deployed targeting system for fixed-wing aircraft in use by U.S. forces and is also the targeting system of choice for many international allies across multiple platforms.
