The Yunlin County Government and Foxconn Technology Group announced that they have jointly developed the "Document Brain" smart agent service, which has completed its initial phase and achieved fruitful results in improving the efficiency of government administration. The "Document Brain" utilizes Foxconn's CityGPT platform, AI model optimization technology developed by Foxconn Research Institute, and NVIDIA GB200 computing resources. Based on approximately 20,000 official documents as training data, it has introduced functions such as document drafting, content review, smart guidance, and knowledge application. After seven months of operation, it has successfully helped civil servants improve the efficiency of administrative operations.
The "Official Document Brain" is centered on AI -assisted collaboration. AI helps handle repetitive tasks such as data compilation, content drafting, and document format checking, while civil servants make professional judgments and make final confirmations. This reduces the workload of frontline staff while maintaining existing administrative systems and review mechanisms, allowing them to devote more time to policy implementation and public services. Both parties continuously optimize the system based on feedback from frontline users, gradually establishing a smart official document service model that balances data security, practical needs, and human-machine collaboration.
Lee Ming-yueh, director of the Planning Department of Yunlin County Government, stated that the county government's promotion of the "Document Brain" is not simply about introducing generative AI , but rather about gradually building a safe, practical, and continuously improving smart administrative service based on data, technology, processes, and actual usage scenarios. To better align with practical applications, the Yunlin County Government, adhering to data security and privacy protection principles, screened non-sensitive and de-identified official documents and invited senior colleagues from various departments to select approximately 5,000 superior documents as important references for system quality assessment and subsequent improvement.
Foxconn utilizes its self-developed platform and model optimization technology, and through an automated evaluation mechanism, selects approximately 20,000 applicable official documents from historical data as materials for model optimization and empirical verification. The related calculations and optimization operations are also performed using the computing power resources of Foxconn's self-built GB200 server. Under the premise of taking into account data security, self-control and application efficiency, the collaborative project started at the end of last year to gradually improve the completeness of official document content, format and administrative logic performance.
Yunlin County Magistrate Chang Li-shan stated that the county government continues to promote digital transformation and smart governance, hoping to use technology to help frontline staff improve work efficiency and further enhance the public's experience in handling official business and administrative services. In the future, as the "Official Document Brain" is gradually expanded, it is hoped that civil servants can devote more time to policy implementation, case handling, and public services, continuously improving the overall administrative efficiency and service quality of the county government.
Yang Chiu-Chin, Head of the Park and Software Business at Foxconn Technology Group, stated that the value of AI lies not only in its tool implementation but also in its integration into processes and operations, driving continuous organizational optimization. "Document Brain" is a key application of CityGPT in smart governance. Through practical verification with the Yunlin County Government, it integrates AI technology, business processes, and user experience, continuously improving and progressing. In the future, based on this foundation, the application of AI will be expanded to more governance scenarios, assisting more cities in improving the efficiency of government services.
As of the end of July 2026 , the "Official Document Brain" has completed its initial small-scale practical testing. The system is being continuously optimized through actual operation and feedback from frontline civil servants. The scope of use will be gradually expanded according to the progress of hardware, software and system environment preparation, so that AI can become an auxiliary tool for civil servants' daily administrative work. Through continuous user feedback and model optimization cycle, the system will gradually improve its fit with actual administrative processes.
