Rather than pontificating at great length on a subject I know nothing about, although I have been known to do this on occasion (the scientific term for this is “baffling them with bull****”), I decided to comment on some basic questions and problems that keep popping up in spite of them having been around forever and having known solutions. Most of the inquiries come from the new process engineers who are being promoted as the older, more experienced process engineers retire. They’re so basic that the older people don’t even think about them anymore, let alone pass the knowledge on, so when these questions or problems arise, the new people are unaware that there are explanations and/or solutions.

Why are so many electronics companies looking more closely at Mexico? Geography and labor costs are obvious answers, but trade policy adds another important piece to the equation. U.S. trade attorney James Kim recently pointed out that certain Chinese-origin IT goods can qualify for USMCA preferential treatment when shipped to the U.S. from Mexico, even when the Mexican operation consists only of sorting, picking, packing, and shipping. The provision, rooted in NAFTA Annex 308.1 and recognized in U.S. Customs and Border Protection rulings, gives Mexico a potentially valuable role as a gateway into the U.S. market and strengthens the case for further investment there.

This week, the Global Electronics Association published its monthly report on PCB fabrication and EMS bookings and shipments, and the numbers are extremely positive. In EMS, the three-month book-to-bill ratio stands at 1.29 for July. Year-to-date EMS bookings are at 11% over 2025. The picture is similar in PCB fabrication as well. Year-to-date bookings are up 33% over last year, and book-to-bill stands at 1.46.
