Libra Industries Promotes Roy Starks to Director of Program Management

Libra Industries has promoted Roy Starks to the position director of program management. Starks originally joined Libra Industries in 1999, and rejoined the company on February 29, 2016.
Since 2016, Starks has been leading Libra Industries' Program Management team. He was responsible for managing the quotation process, cost improvement programs and assisting in the development of pricing strategies.
Recently, Starks began overseeing the purchasing department. His level of dedication to internal and external customer satisfaction is very important for the success of Libra. Starks will continue to report to Tom Dykeman.
Libra Industries continues to invest to provide customized manufacturing solutions to help make its customers more competitive and improve their profitability.

11/04/2025 | Nolan Johnson -- Column: Nolan's NotesLast year, I attended SMTA Guadalajara, where I saw the results of the Mexican investment in electronics manufacturing. The U.S. was still operating under the Biden administration, and while Mexican EMS companies had expanded capacity to support EV manufacturing, the demand dropped significantly. In my conversations at the show, the sentiment was one of patience. They knew the EV business would likely come back. However, they didn’t expect an overhaul of U.S. trade agreements and tariffs that would shift a more diversified portfolio in Mexico’s direction.
