The Government Circuit: New Council Now Helps Shape Policy Decisions in the Electronics Supply Chain

Technica USA joined fellow members of the Printed Circuit Board Association of America (PCBAA) in Washington, D.C., for the Association’s Annual Meeting and advocacy events on Capitol Hill.
Founded in 2021, the Printed Circuit Board Association of America is a consortium of American companies and industry professionals dedicated to strengthening the domestic production of printed circuit boards (PCBs), IC substrates, PCB assembly, raw materials, and the equipment supply chains that support the U.S. electronics manufacturing ecosystem.
A strong domestic PCB manufacturing base is critical to America's economic competitiveness, national security, and technological leadership. The industry continues to advocate for policies and legislation that enable U.S. manufacturers to compete on a level playing field while rebuilding a robust, balanced, and sustainable domestic supply chain.
During the annual gathering, PCBAA members met with Members of Congress and their staff to discuss policy initiatives aimed at strengthening U.S. microelectronics manufacturing. These meetings provide an opportunity for industry leaders to educate policymakers on the importance of revitalizing domestic production and assembly capabilities and to build support for legislation that advances these goals.
One of the Association’s key priorities is the establishment of a competitive tax policy that encourages investment in American-made PCBs and IC substrates. PCBAA supports a 25% tax credit for the purchase of domestically manufactured PCBs and IC substrates, a measure designed to create demand for U.S.-made products and help reshore a critical technology sector that has increasingly shifted overseas.
This proposal has been included in the Protecting Circuit Boards and Substrates Act introduced during both the 117th and 118th Congresses.

Printed circuit boards are foundational to modern electronics and serve as the platform that enables semiconductors to function within devices and systems. As advanced microelectronic components, PCBs distribute power, data, and signals throughout critical technologies used in aerospace, defense, telecommunications, infrastructure, transportation, healthcare, and consumer products.
Medina added, “The more voices we bring together, the greater our impact will be across the entire electronics ecosystem, including PCB and substrate manufacturing, PCB assembly, materials suppliers, equipment manufacturers, and OEMs. I encourage additional PCB assemblers, OEMs, and industry partners to join the Association. Protecting America’s aerospace, defense, and critical infrastructure capabilities is a shared responsibility that requires the commitment of the entire electronics manufacturing community.”
