Beyond the Rulebook
What happens when the rule book is no longer useful, or worse, was never written in the first place? In today’s fast-moving electronics landscape, we’re increasingly asked to design and build what has no precedent, no proven path, and no tidy checklist to follow. This is where “Design for Invention” begins.
March Madness
From the growing role of AI in design tools to the challenge of managing cumulative tolerances, these articles in this issue examine the technical details, design choices, and manufacturing considerations that determine whether a board works as intended.

CACI’s Mission-Critical Technology will Accelerate the Delivery of Electronic Warfighting Capabilities to the U.S. Navy’s Existing Fleet
May 13, 2025 | CACI International Inc.Estimated reading time: 1 minute
CACI International Inc announced today that it has been awarded additional work by the U.S. Navy to procure enhancements to the current fielded Shipboard Information Warfare Exploit system under its existing contract for Spectral, a next-generation shipboard signals intelligence (SIGINT), electronic warfare (EW), and information operations (IO) weapon system. These new Spectral Enabling Kits (SEKs) will bring additional functionality and improvements to the Navy’s EW capabilities for the system that is currently deployed on warships.
“Today’s threats are evolving at a rapid pace. Our innovative, software-defined solutions—which are open, modular, and scalable—empower our Navy to command dominance across every domain,” said John Mengucci, CACI President and Chief Executive Officer. “With this latest award, we continue to iterate toward the next-gen future state, by accelerating the Navy’s objective to rapidly and efficiently deploy mission-critical EW capabilities to sailors around the globe.”
The $143 million firm-fixed-price delivery order represents a new phase of work on the CACI’s existing Spectral contract with the Naval Information Warfare Systems Command (NAVWAR) which is authorized with a $1.2 billion ceiling value. The order demonstrates the Navy’s solid commitment toward convergence of future capabilities and serves as a testimony to CACI’s robust ability to deliver incremental, iterative functionality that can be rapidly deployed to keep our nation safe.
“These enabling kits will establish immediate capability to address current, new and emerging threats to the existing surface fleet in this highly complex and contested environment. They also make it increasingly clear that the Navy intends to fully realize the value and potential of its comprehensive, multi-domain Spectral mission and vision,” Mengucci said.
