Beyond the Rulebook
What happens when the rule book is no longer useful, or worse, was never written in the first place? In today’s fast-moving electronics landscape, we’re increasingly asked to design and build what has no precedent, no proven path, and no tidy checklist to follow. This is where “Design for Invention” begins.
March Madness
From the growing role of AI in design tools to the challenge of managing cumulative tolerances, these articles in this issue examine the technical details, design choices, and manufacturing considerations that determine whether a board works as intended.

TTCI Joins Printed Circuit Engineering Association to Strengthen Design-to-Test Collaboration and Workforce Development
July 9, 2025 | The Test Connection Inc.Estimated reading time: 2 minutes
The Test Connection Inc. (TTCI), a leading provider of electronic test and manufacturing solutions, is proud to announce its membership in the Printed Circuit Engineering Association (PCEA), further expanding the company’s efforts to support cross-functional collaboration, industry standards, and technical education in the printed circuit design and manufacturing community.
PCEA membership connects TTCI with a national network of engineers, designers, educators, and manufacturers dedicated to improving the way printed circuit boards are developed, tested, and built. Through PCEA’s resources and programs, TTCI aims to contribute its extensive test engineering expertise to support more seamless integration between design, manufacturing, and validation teams.
“We see test engineering not as an end-of-line function, but as an essential part of the design process,” said Bert Horner, President of TTCI. “Joining PCEA gives us the opportunity to engage with like-minded professionals, share knowledge, and help close the gap between PCB design and test.”
Celebrating its 45th anniversary, TTCI has earned a reputation as a trusted provider of in-circuit testing (ICT), functional test development, and boundary scan solutions for industries where performance and precision are critical—namely aerospace, defense, medical, and automotive. The company is ISO 9001:2015 certified and ITAR-registered, with facilities in Maryland and Florida.
TTCI also supports the long-term health of the electronics industry through The Training Connection, LLC (TTC-LLC)—a dedicated workforce development arm providing Design for Test (DFT) instruction, IPC certification training (610, 600, 620), and hands-on soldering and rework courses. With campuses in Baltimore and Tampa, TTC-LLC prepares engineers and technicians with practical skills that align with real-world manufacturing needs.
“PCEA’s focus on collaboration, education, and community fits perfectly with our mission,” added Horner. “We’re not only here to build better test solutions—we’re here to help develop the people and processes that make high-quality electronics possible.”
